Belgium is three language communities, not one system. Flanders (Dutch-speaking: KU Leuven, Ghent, Antwerp) and Wallonia-Brussels (French-speaking: UCLouvain, ULB, ULiège) have separate rules, fees and calendars. Choosing your side first prevents most later confusion.
English Master's typically ask IELTS 6.5. You will not need Dutch or French to graduate, though a little of the local language makes housing, jobs and daily life markedly easier.
